URBANbuild 21 marks the program’s third collaboration with Louvis Services, a local nonprofit dedicated to providing housing for individuals experiencing or at risk of homelessness, and its fourth project in New Orleans’ Lower Ninth Ward. Built behind URBANbuild 20 on the same site, the project introduces a second duplex, completing a four-unit affordable housing development. The project responds to recent amendments to New Orleans’ Comprehensive Zoning Ordinance, which expanded opportunities for qualifying affordable housing developments to accommodate four dwelling units across two detached structures on a single lot. As part of an emerging wave of projects exploring this newly permitted configuration, UB21 demonstrates the potential for modest residential infill to increase housing density while maintaining the scale and character of the surrounding neighborhood.

Building upon the research and construction strategies of UB20, the new duplex consists of two independent 500-square-foot, one-bedroom units. Where the previous project employed a front-to-back arrangement, UB21 organizes its units side by side, responding to considerations of privacy, natural ventilation, and accessibility. This configuration offers the potential for an accessible unit, with provisions for a future wheelchair ramp considered in the site planning process. A shared, uncovered front porch establishes a communal threshold, while each unit includes two private screened porches, one at the front and one at the rear. These protected outdoor spaces encourage cross-ventilation and extend the usable living area while providing relief from insects and the subtropical climate. Inside, tall communal living, dining, and kitchen spaces are illuminated by clerestory windows that bring natural light deep into each unit.

Continuing the material strategies established in UB20, the exterior is clad in sheet metal, selected for its longevity, durability, and minimal maintenance requirements. These considerations are particularly important for affordable housing, where long-term operational costs must be balanced with construction economy and resident comfort. Together, UB20 and UB21 demonstrate an evolving approach to compact, dignified housing that responds to both the needs of residents and the opportunities presented by changing land-use regulations. Through its continued partnership with Louvis Services, URBANbuild explores how thoughtful design, efficient construction, and increased residential density can contribute to lasting housing solutions in the Lower Ninth Ward.
